转移域名时 域名注册商故意刁难不提供转移密码到ICANN投诉教程

现在国内很多域名注册二级代理商网站的域名注册或者域名续费费用都比较高，所以很多站长为了降低运营成本就会想把域名转移到大的域名注册商那边，但是在转移域名过程中，经常会碰到一些无良的域名注册二级代理商，故意刁难不提供转移密码，提出【要转移域名，需先续费一年】的无理要求，但是ICANN国际域名管理中心明确规定【只要在域名到期前15天，或者域名注册60天后，提出域名转移，那注册商必须无条件的提供域名转移密码，配合域名所有者转移域名】，所以如果我们在转移域名时候，如果碰到原域名商故意刁难，提出【要转移域名，需先续费一年】的等无理要求，那我们就可以到ICANN国际域名管理中心进行投诉，具体投诉教程如下：

ICANN投诉地址:http://www.icann.org/en/resources/compliance/complaints/transfer/form，打开后，依次填写一下信息：
Your name 栏目填写您的名字
Your organization(if any) 栏目填写组织机构，为可选填写
Your email address 栏目写上您的email地址，方便regestrar跟您联系
Your phone number(optional) 栏目可选填写您的电话
Specific domain name 栏目写上您要投诉的域名，这里只能填写一个，因为提交时候会自动从数据库查询该域名的注册商regestrar，如果需要投诉多个域名，可以在下面的brief summary中一一列出
Please select your issue 写上您将要投诉的问题类型，我们选 “My domain name has not expired and the registrar requested it be renewed prior to the transfer.”，表示是域名未过期，注册商要求转移前先续费
下面的brief summary写上您的投诉事件简要描述即可，虽然是简要描述，但是还是要把问题写清楚，然后输入验证码，点Submit提交即可。
下面是brief summary的一个模板示例：
Hello,
I bought a domain(xxx.xxx) x years ago.I decided to transfer my domain to GoDaddy for the better service and lower renewal price.But the agent(bXXcn.com and its agent xxxx.xx) dont provide the auth code to me. They ask me to renew the domain first which will cost me xx RMB and 60 days.
I think I’m the domain owner and I have the right of transfering my domain by free. But many domain agents in China (not only bXXcn.com)always set up many check points and collect fees to avoid customers transfering domain out of them.
Pls ask bXXcn.com send the auth code of xxx.xxx to it’s owner email and regulate the behavior of Chinese agents.
